Manufacturer and Year Parker, USA and Ariel Kullock, Argentina. Cap and clip appear to be original Parker parts, we're not sure about the nib and hood, but the barrel is definitely Kullock made.

Filling System Aerometric squeeze filling system
Color Black barrel and section, with a navy/red/white striped barrel end piece. Lustraloy cap with a gold-filled arrow clip, and a pearlescent cap jewel.
Nib FINE Steel Nib.
Condition Excellent condition with no cracks, chips, dents, or dings. The barrel and section have overall light scratching. The striped piece at the end of the barrel adds a jaunty, fun touch to an otherwise sedate pen. The cap is satiny and lovely. It has microscratching, but no large shiny spots. The clip has brassing around the arrow end, along the arrow's shaft, and in the feathered part. The clip ring has pitting and plating wear around the top edge. The pearlized jewel looks fantastic.
